after further testing, it seems like this is character specific. If you are on 1p side, and the 1b stun makes them fall with their back to the camera, it will work. If they fall face towards the camera, it will not work

Turns out 13 of 28 characters can forward step it. 10 characters can sidestep it. And there are a few niche moves that avoid it (hilde 44B, groh 66A, haohmaru delayed 66K)
