This is my current subjective tier list

This means that the character has weakness on the left, and the character has no weakness on the right

I saw Hayate's tier list and disagreed on some stuff so here's my current take on a tier list. Everything is constantly changing, but I really feel like guard break meta is still what's happening, even with GI leaving your gauge around the same.
